Windowsフォーム用のViewerコントロールのツールバーは、.NET標準のToolStripクラスとToolStripContainerクラスで構成されています。

表示位置を変更したい場合は、Viewer.ControlsプロパティからToolStripContainerオブジェクトを取得し、ToolStripPanel.Joinメソッドを実行します。
